Three decades ago, Library Systems & Services introduced an operational methodology that enhanced the capabilities of libraries and has kept them on the leading edge of information science
Over time, the needs of libraries have grown along with patrons’ expectations. As an organization dedicated to keeping libraries vibrant, we have stepped up and meet this challenge every day. We’ve channeled our insight and experience to create a new paradigm for libraries to be the springboard for economic and workforce development as well as literacy and recreation.
What began as a single program to support a library for the federal government evolved into operating the library system and a museum for Riverside, California under a public-private partnership. The company has since become the nation’s third largest library system with a collection of 80+ success stories for municipal, county and federal clients.
In the future we hope to serve at least one community in every state. Until then, our focus remains where it has always been: helping libraries reach their potential, day after day.

Paul knows firsthand the connection between hunger and low literacy rates, and as president of LS&S he’s found a way to improve both. He is a staunch supporter of Blessings in a Backpack, a community initiative that feeds needy children, and he leads LS&S in operating public libraries that deliver the reading materials, programs, and structure that makes them pillars of their communities.
Paul’s background includes leadership roles at Appriss and Convergys where he grew the companies through innovation, by building trust with customers and employees, and ultimately helping governments serve their citizens.

Proud to say that LS&S led her to fall in love with libraries again, Nesa heads the employee relationship management, benefits, and talent acquisition functions. Her understanding of this multidimensional field comes in part from her experience at telecom giant Sprint where she managed a range of human resources disciplines for more than 15,000 employees.
Dana Braccia, MLS
Bringing the librarian’s perspective to everything we do, Dana ensures that our collection management, programs and other operational functions place our libraries at the center of their communities. Her unique background combines public and private sector experience that helps us deliver optimized service levels matched with resources available.
Dana is actively engaged in public-private community dialog, and is regularly called on as a key presenter at governmental and library professional conventions.
A word nerd, Chris regularly annoys colleagues by calling out their use of dangling modifiers. But, as communication tools has been reduced from books to blogs to tweets and likes, he makes exceptions as long as a point gets made. Even with sentence fragments.
Chris’s background in managing brands, lead generation and marketing strategy is creating new opportunities as LS&S makes headway on its BHAG of operating a library in every state. Leading the marketing campaigns are examples of how the company helps local governments turn their libraries into modern examples of communities with a high quality of life.
Todd exemplifies the executive defined by character and community service. He has won awards for ethics and continues to be an active leader in educational foundations and non-profit groups such as The Arc of Carroll County, Maryland.
Todd’s extensive background in finance, sales, operations and mergers and acquisitions provides an essential level of insight that guides decisions and results in new opportunities for efficiency and growth.
How many CIOs can claim they’ve done a Hammerhead Stall in an airplane? Dave can. During his time as an aerobatic pilot, he learned to appreciate the preparation that goes into risk taking, and when to avoid risks altogether. Dave brings that mindset to the technology initiatives needed by libraries operated by LS&S. Among the IT solutions he has rolled out are Library in the Cloud, infrastructure offering that supports administrative, educational and vocational programs.
Dave has held technology leadership roles at companies such as Experis, Metrocall Wireless and American Mobile Satellite.

Argosy Private Equity
Don joined Argosy in 2010 and is responsible for evaluating potential investments, performing due diligence, and working with portfolio companies to grow shareholder value. He has over 23 years of experience with venture and private equity backed companies. Mr. Charlton was a founding management team member of InPhonic, the 2004 INC 500 #1 ranked fastest growing private company in the U.S., where the team raised $90 million in private equity and completed a $150 million IPO exit. InPhonic grew to $300 million and 700 employees in less than five years.
Mr. Charlton has diverse industry experience spanning technology, software, manufacturing, ecommerce, Internet advertising/marketing, and professional services. He brings solid middle market buyout experience, having completed 14 acquisitions during his career. Mr. Charlton started his career with Coopers & Lybrand (now PriceWaterhouseCoopers) and held management positions at Baxter Healthcare, Osage Venture Partners, InPhonic, XM Satellite Radio, Gratis Internet and Venture Catalyst Consulting. Don earned his B.S. from the University of Scranton, an MBA from New York University’s Stern School of Business and is a CPA.
Founding Partner, Argosy Capital
John P. Kirwin, III co-founded Argosy in 1990 and is responsible for general fund administration, developing and assessing investment opportunities, providing strategic management support, and monitoring investments. In his 14-year career as an attorney he specialized in mergers, acquisitions, and corporate law. For nine years he was a Partner with McCausland, Keen & Buckman in Radnor, Pennsylvania, where he did extensive work on public and private securities offerings, as well as venture capital and buyout transactions.
His experience encompasses a successful track record investing in over 90 companies and includes sourcing, reviewing, negotiating, performing due diligence, and monitoring various private investment transactions. Mr. Kirwin holds a Juris Doctris from the George Washington University National Law Center, and a Bachelor of Arts from Dickinson College. He is currently a member of the Board of Trustees of The Church Farm School and has previously served as a director on the Boards of four public companies.
Shasta Library Foundation
As executive director of the Shasta Library Foundation Peggy O’Lea oversees $1.5 million in assets that gets put to use in supporting the local libraries’ ability to nurture literacy, the imagination, and lifelong learning.
Previously Peggy directed the capital campaign of New Library Now! to secure a grant for the $20 million Redding Library that opened in 2007. She helped to create a joint City-County Library System in Shasta County and is chairperson of the Library Citizen Advisory Committee. As chairperson for several years of the Literacy Committee of the Rotary Club of Redding, in 2010, Peggy was instrumental in starting the Shasta Early Literacy Partnership, a collective impact collaboration among many organizations focused on improving early literacy and school readiness.
Peggy is a recipient of the 2007 President’s Award from the California Library Association, the 2009 Woman of Achievement Award from the American Association of University Women and was recognized as Rotarian of the Year in 2009 by the Rotary Club of Redding.
Board of Supervisors
Mike May has served as the Occoquan Supervisor since his election in 2007. Prior to this role he served as the at-large representative on the Prince William County Planning Commission and as a member of the Prince William County Social Services Board. In addition to his elected service, Mike participates in community organizations like the Prince William Conservation Alliance, the Prince William Boys and Girls Club, the Prince William Regional Chamber of Commerce, the Knights of Columbus (SEAS Council 8183) and the Lake Ridge Lions Club.
A partner with the law firm of Albo and Oblon, LLP, in Arlington, Virginia, he focuses on litigation, employment law, family law, and criminal law. He earned his Juris Doctorate from George Mason University School of Law and his bachelor’s degree from the College of William and Mary.
Jan Sanders, MLIS
Jan’s library career has taken her to multiple states, included several leadership positions, and resulted in countless successes in operations, funding and recognition. Most recently she was the director of information service at the 10-location library system in Pasadena, California. In this and her other roles she applied skills ranging from recruitment, training and collection growth to strategic planning, grant management and political and community relations.
Jan is a past president of the Public Library Association, a councilor at large for the American Library Association, a member of a state-wide committee on the appropriations of federal funds through the Library Services and Technology Act, and was accepted into the Oklahoma Libraries Hall of Fame.

Literacy. Employment. Inclusion. Culture. Across dozens of LS&S libraries, we’ve partnered with motivated citizens to effect real change at a grassroots level. From safer streets and smarter kids to a stronger workforce or just plain community fun, we’re glad to do our part.
We’re also proud to partner with Blessings in a Backpack, an organization dedicated to delivering food security to disadvantaged elementary school children across America. This year, we’ve elected to sponsor 50 children with the nutrition necessary to fuel their curious young minds.
